If you would like to start publishing on the web, but you don't have any web hosting, you may want to look into a hosted service for your needs. Hosted services are managed for you - you don't have to worry about installation, upgrades, or security, and you can focus on appearance and content.
However, if you are hosting your own website, you may want to look at self-hosting your blogging software. This will require some work to install and maintain, but also gives you far greater control over the look and feel and overall functionality of the site.
Your organization will have to consider the resources available and the goals of the blog to determine which blogging software is most suited to your needs. I'll give a brief rundown of the more established blogging software out there, both hosted and self-hosted, as well as our own experiences with the various packages.
